On July 1st, 2020, the City of Cannon Beach became the proud owner of the former Cannon Beach Elementary (CBE). This property is something the city has previously tried to acquire several times. The purchase allows us to preserve its historical significance, culture and memories for members of the community.
The City’s intended use of the property upon redevelopment is to become a tourism related facility that will primarily serve visitors and tourists to Cannon Beach. The City also intends to use the redeveloped property as a space for community-related events when not being used for tourism purposes. Cannon Beach is consistently ranked as one of the top beaches in the United States. Our popular and picturesque area plays host to more than 750,000 visitors annually. What Are Potential Tourism Purposes?
Heritage Tourism:
The National Trust for Historic Preservation defines heritage tourism as “traveling to experience the places, artifacts, and activities that authentically represent the stories and people of the past and present.” A high percentage of domestic and international travelers participate in cultural and/or heritage activities while traveling, and those that do stay longer, spend more, and travel more often. CBE is adjacent to Ne-Cus’ Park. Ne-cus’ is the original name of the Clatsop-Nehalem Village that was present near the mouth of Ecola Creek. It translates roughly to meaning “Place where the tide rushes out”. It is our hope to educate and engage tourist and visitors in the natural and cultural history of the site.
Meeting/Event Space:
Cannon Beach is an excellent location to hold a conference, meeting, retreat, banquet, wedding, etc. With multiple hotels, outdoor activities, amazing restaurants and a charming village, what is not to love? The former school will offer an additional option in the area to host a meeting or event for tourism events or even community events.
Haystack Rock Awareness Program (HRAP):
HRAP’s visitor count for 2021 was 89,847. The former classrooms of CBE could offer HRAP a location to provide additional interpretive educational opportunities to tourist and visitors.
Tourism and Arts Funding:
Each year the Tourism and Arts Commission awards Tourism and Arts Funding (TAF) grants to non-profit organizations providing programs/projects that further the arts while promoting tourism in Cannon Beach. Each year applicants state that if larger spaces were available, it would improve their events. CBE will give applicants another venue option for their events.
How can the community use the space?
When not being used for tourism purposes, the site will be made available for community use.
How will the city pay for the renovations, maintenance and upkeep?
The city is utilizing the "tourism restricted" portion of Transient Room Tax to pay the debt service, maintenance and operations. This tax comes from 70% of the incremental transient room tax levied by the City and Clatsop County that by state law must only be used for tourism promotion or tourism-related facilities.
Are you allowed to use those funds for this project?
Yes. This is a tourism facility offering meeting/event space and education opportunities to tourists.
Who will manage the site? What will it look like? Where will we park?
We are in the early stages of development and do not have the answers to many questions yet. CIDA Architects is in the process of gathering feedback to incorporate into the preliminary design. The preliminary design will be presented to Council during a public meeting where the community is welcome to share their thoughts.
